Pop-up blockers

Is it just a given that if a user has a pop-up blocker on their browser, it'll fire if the user clicks an attachment in the Resources area unless that user has disabled the pop-up blocker (or set it to Always Allow for the site)?
In testing, a tester tried clicking a resource attachment and when she clicked the Allow button, Internet Explorer reloaded the site and the LMS kicked her back to the beginning slide. It didn't resume where she'd been previously.

It could very well be.
If attachments (resources) won't open in your published output, it's likely you're encountering a security restriction. See this article for solutions.
