I just updated by company laptop which has PowerPoint 2013 on it. I successfully completed the process of changing my activation codes .
The Articulate tab does not show. I used the Add-On instructions but see that there is no Articulate add-on that is disabled ... so I cannot enable it. Has anyone seen this before? Fix?

I would advise that you conduct a repair of your software and see if that alleviates your issue.
