I am unable to use any the Content Library within PowerPoint. I continue to get an error message - Online presentations are not supported, save to local drive.

That error typically appears in Presenter when a desktop folder is part of a synced OneDrive folder. If this matches your setup, can I have you either:
Disable the syncing
Save the project file to another folder on the c: drive that is not backed up by OneDrive

Hello,
I tried to save to my C Drive but still did not work.
I am not sure how to disable the sync. If I disable the sync how will this impact other files or systems?

Let's try pausing One Drive first.
I found both of these support articles on Microsoft.
Lastly, I would recommend restarting PowerPoint and saving the file to your C: drive.
Make sure to update us if this does the trick!
