I am running Articulate Presenter 13 in Powerpoint 2013. When I click on Video and choose record from webcam, I receive an error message regarding having enough space to record and the camera image does not show up. The camera is listed but I am told there is no connection. It does work fine in the Logitech standalone app and in Relay.
It sounds very particular to your environment. If you'd like to share a Screenr with support here, that may be helpful in diagnosing where the issue may be.

Our IT people fixed the problem by installing a generic driver for the camera instead of using the one from Logitech. It now seems to be working fine.
