I am running the latest version of Office 2013 (32 bit version) but the articulate ribbon just sits there. Nothing works. I have tried all the fixes described in this post and it still doesn't work
Yes, it was working before. Nothing changed on my machine that I am aware of, but I do have Windows 8.1, so I am guessing something when wrong with that?
I put it on an older machine of mine and it seems to be working okay, but I'd like to have it working on my new one since I am working on my portfolio there.
I'm not sure how your post got missed, but if you followed all of the instructions in this article on how to fix unexpected or erratic behavior in Articulate Studio '13, then your next step would be to reach out to support if you are still having trouble with this.

So, you've tried to enable your add-ins and done both a repair and uninstall/reinstall on your machine to no avail?
Has it worked for you in the past? Anything changed on your machine?
