My host service is using Moodle 2.4 (I believe). I can upload a SCORM 1.2 package to it and it runs fine and the bookmarking works. It will not, however, mark the course as complete. I have it set to mark it complete after viewing all slides (default) and it should work fine. I do not use Quizzmaker or Engage items in the course, so it's a straight presenter package. I have the tried it with the reporting set to Completed/Incomplete and Completed/Failed.

you need to set it as learning objects and in grader set it to a grade of 1
