Review Completed Module Presenter 13

I have created a series of modules that have restricted navigation.  In the LMS the settings are such that the learner cannot advance to module 2 until module 1 is completed (and so on).  My client would like the learners to be able to go back and review the modules freely at a later date, but currently in the LMS the only option is "Start" once they have completed the module.  I don't do the LMS end of things and the person who does tells me that this is something I have to set within Presenter.  So my questions are:

1. Is there a setting in Presenter 13 that would allow a learner to revisit a completed module without having the restricted navigation?
2. Could there be a setting in the LMS (in this case Relias) that would allow the learner to revisit a completed module without having to restart it (and therefore be subject to the restricted navigation as if they were a new user)?  If so, what might we look for?

• prompt to resume is selected
• when running in LMS, ignore Flash cookie is checked
