How or why does Articulate produce a “ReadMe” text file as part of the output in a zipped SCORM? And is there a good list of minimum and optimal
system requirements for playing a SCORM-compliant module?
If you follow the link in the article and the steps, you can download the tech specs and user guide (should be down toward the bottom). I'm not sure if it'll provide the exact information you're looking for, but it might be a good start and a good document to keep for future reference.
The ADL site has a lot of information on SCORM that might be checking out, in addition to those documents, as well.

I'm guessing that the "ReadMe" file is included for general reference and instruction.

Ahhh, gotcha :) I was under the impression that it did.
Doesn't look like one is generated for 1.2, 2004 or AICC actually. Oddly enough, I thought it did - sorry about that!
