I have the seekbar enabled (Player Templates > Player Controls) and when I preview the Player Template the seek bar displays correctly but it does not display when I preview (or publish) any slide or the entire course. It has worked fine in the past when using this exact same Player Template. Any suggestions?

Have you tried using a different template, by any chance? It sounds like it may be an issue with the template itself and trying a different one may help narrow this down. Also, try creating a new, blank presentation and see if that custom template displays the seekbar in the new file.
Another thing you may want to do is make sure that your presentation files are all local. If you view or try to modify the files from an external source, they may not display correctly.
Work on your local drive (your C: drive). Working on a network drive or a USB drive can cause erratic behavior, including file corruption, loss of audio, and other unexpected behavior.
You should also make sure the directory path to your project files and your published output is less than 260 characters (for example C:\Articulate).
Avoid using special characters, accents or symbols in your file names.

Thanks for the quick reply! I checked my file names and paths and all appeared to be OK.
I opened another file that used the same template and it worked fine. Then I created a new file and applied the template and it worked fine. I then copied all the slides from the "defective" file into a new file, applied the same template and it seems to be working fine. I guess that particular file got corrupted somehow?
