Splitting Audio but my Audio Editor won't open

I have read multiple discriptions of using the Audio Editor, but I can't open it. I keep getting this error. I don't have many admin rights since it is a corporate PC. Is this something I can fix? If not, what can I tell my admin support to help clarify the required corrections? Thanks
