I recently downloaded Articulate 13, and the "Start Recording" button doesn't work. When I click it, it shows "Stop Recording" for about 1 second, and then reverts back to "Start Recording." (I can't tell yet, whether all of the other buttons are working or not. )

Sorry to hear that you ran into difficulty with this.
If you're unable to record narration in Articulate Presenter, see this article for troubleshooting steps.
If you find that other buttons/options are not working, you may want to consider a repair of your software.
