I am having major issues when I publish the transcript or notes text does not show up in the course. the tab is there and the text is in the proper place on each slide. The font is black and does not match the notes background. At one time the text did show up when I tested the skin design. I need this to work ASAP.
I'm so sorry that's happening and I can definitely understand the frustration there. I'm happy to help investigate this with you.
Can you share your project file as an Articulate Package here so I can do some testing? You can add the .zip file as an attachment right to a comment in this thread.

I published it and uploaded it to SCORM Cloud to test it in an Learning Management System. The transcript tab appears to function as designed with the notes showing up in Google Chrome.
Take a look at it here and let me know if I've missed something or if there's a specific slide I should be looking for.
It looks like it is not using the same font as I am, Pragmatica. The version that I am testing - http://coursetesting.kmionline.com/opp/alpha/presentation.html the transcript is not working. Is it because of the font I am using? is it because you uploaded to the cloud?

The fonts appear to match for me. Are you seeing something different?
I do notice that the transcript doesn't appear in yours. If you're using the option Publish for LMS you'll need to upload the entire published output to a Learning Management System (LMS) environment to test it, such as SCORM Cloud, as the output is specifically formatted for that.
If you're testing it in an LMS and seeing that happen, your best bet would be to reach out to the LMS about it since it isn't able to be reproduced in SCORM Cloud- which is an industry standard.
