I need to purchase something in the next few weeks and have been waiting and waiting for Storyline. If I were to purchase Studio 09, is there the possibility of upgrading for free to the new Storyline if it comes out shortly thereafter? 

I have asked a similar question and the quick and dirty answer was "no".  

You have to ask though don't you?
