Using Studio '09 I know that the player had a Change View Mode icon that gave users the ability to switch between normal (with menu) and an expanded view (without the sidebar menu/ jump list). Has this feature been eliminated in Presenter '13? Is there a way in version '13 to give users the option of switching the sidebar menu/ jump list on and off?

The change view mode button isn't available in Studio '13. A you probably noticed the Studio player has been totally redesigned.
The user will not have control of their view, but you can utilize the slide properties and choose various views on slides as needed.
