Web Parts Object Not Opening in New Window

I have a simple course that I want to open a policy when the user clicks the shape. I inserted a hyperlink and noticed only a new tab opens not a new browser window.

I made another slide to insert a Web Object because it has the "Open in New Browser Window" option. I selected that but in the demo it is still just opening in a new tab instead of new window. Can you review and suggest what I can try?
