Why is download for offline viewing not available when selected

During publish using presenter I published for iPad viewing and also clicked the checkbox to allow downloading for offline viewing. I published the file and then loaded to my iPad (iPad 4 running ios 7.1), then my client tried to do the same to their iPad and was able to load/view but was never offered the option to download for offline viewing (using iPad2 running ios 7.1).

What was strange is the slider option (YES/NO) was not even displayed as it was on mine. I could not get it to replicate and based on other blog posts thought it maybe an iPad2 issue with memory, so I republished the file at a lower resolution and swapped some high res images for low to bring down the file size. Then when I republished and loaded to my iPad (which is still the iPad4 as indicated above) now I was not getting the download option either. All publishing settings were the same.

Any suggestions? The client needs to get this loaded for a tradeshow this weekend so I am in need of fast help

I have since created other test versions of this same file and published using same settings but reducing the image sizes and striped out half the content just to determine if it was total file size causing the allow download option to show up or not show up. Now when I publish the new files that are about half the total file size as the original I am also not showing the download for offline viewing option on my iPad either (I have the iPad4 with ios 7.1), even though I still see it offered on the earlier version.

My client is still not getting that option on any of the files, the old original or the new reduced file size test file.

Not sure where to go from here or why it would be presented as an option on some files and not on others? Even on the same device with all publishing settings the same.
