There's a particular question I want answered correctly, (a declaration), so if the student answers incorrectly I'd like them to go back a screen or thrown out, but if they go back they can't change their answer and if they're thrown out they pass.
Have you looked at scoring and point values? You could add a higher point value to the important question so the question has to be answered correctly to pass the quiz.
