Out of the box, it's not possible to add Youtube videos directly into Quizmaker. You would need to use a separate tool to download the file from Youtube & then import it into Quizmaker.
Here is a link to a free downloader. that I have used sucessfully. You may have to use the encoder to convert the file prior to inserting via Articulate.
Once you have installed this downloader, It allows you to save your YouTube videos as FLV or MP4 files. I initially went ahead and converted my YouTube video to FLV format, since I can import this format to Quizmaker. Till I realized that FLV files cannot be reworked (trimmed/cropped) in Articulate Video Encoder, so I went ahead and saved my YouTube video as a MP4 format, so I could edit it in Articulate Video Encoder. Just a quick tip I learned I learned after hit and trial!
