that allows you to decide what the Finish button does. If the user does pass, and they press the finish button - this will then close the browser window and send the results to the LMS ?
Yes, that's correct. Keep in mind that they don't have to exit the content using the Finish button. They can exit it via the X in their browser as well.

The results are committed to the LMS when the content is exited (closing the browser window). This cannot currently be changed.

Yes, this functionality is hard-coded and cannot be changed.
Regarding exiting the content, it doesn't matter if the end-user uses the Exit button or simply closes the browser using the X in the browser.
