It's not clear exactly what you want to do or test on, but I'll take a shot at this.
You could create a free-form drag-and-drop to have learners place the items in the correct area. However, based on your sample, this would still be tricky. Your table is so complex that it'd be hard to fit all of it on one screen and still be legible.
