Hotspot Question not working properly

I'm trying to create a hotspot question, but any click besides the correct click gets the "You must answer the question" response instead of the defined Incorrect feedback.  It was working in a previous module and I created this one exactly the same way.  Any ideas?

If you publish a Quizmaker ’09 quiz and find that question feedback is not working, it is likely due to the Answer submission setting in  Navigation">Player Templates -> Navigation.  For question feedback to work properly, you must select Submit one question at a time.  Here’s how:

  1. Open your Quizmaker quiz.
  2. Click the Player Templates button.
  3. Select the template you wish to use, and click the Edit button.
  4. Select the Navigation tab.
  5. Select Submit one question at a time, and click the OK button.
  6. Click the Close button to exit the Player Template Manager, and then republish your quiz.
