I've developped a quiz with quizmaker '13. There are 12 groups of questions. In each Group I've set a randomize option of 6 questions random out of 10. In each Group there is a first slide of instructions (blank slide) that has to appear before the 6 randomized questions.
When I block the first slide of Group 1 and then - for instance - the first slide of Group 2 and I save the work, one of the two blocked questions is not saved.
Without seeing an example it's a little difficult to pin it down but QM can behave differently based on whether you locked questions to the top of the group or to the next question. If there are slides you MUST see I'd be tempted to put them in groups of their own so they can't be affected by randomisation
This is actually an issue that our QA Team is aware of and they are currently working on this. I will add this thread for further reference and will update when appropriate.

the slide that HAS to be seen is locked to the top of the Group. The questions which follows in the Group are randomized (6 out of 10).
