You cannot manipulate the button, but you can prevent the learner from making a choice until a certain time on the slide.
I would consider using the timeline to animate the answer choices to enter in only after a certain amount of time.
So, that being said, you could use Survey questions for your content, that just let the learner click to confirm that they have read the page before hitting "Submit", but you can rename the button to "Next."
