I have several lessons with a quiz at the end and they all have the same issue.
The issue is that when a user attempts the quiz, the notification box shows up BEFORE the user starts...as soon as they hit that slide the box comes up and says "you must complete the quiz...etc"
Can you upload your files so we can take a closer look? Our support engineers will be happy to work with you to pinpoint and troubleshoot the issue. If you'd like to do that, please create an Articulate Presenter package, then upload the zip file to our server. You can review how to do this here:

Change the first setting 'allow user to leave quiz after completing' to 'at anytime'.
The problem is when the user tries to click on any other slide without completing the Quiz the popup comes. They must complete the quiz before jumping on to another slide.
I hope it should work but please correct me, if I am wrong.
So we figured out the problem. We have a custom SMILE object swf embedded on the quiz slide. The import Flash settings need to set to
"plays independently of slide". Once this was fixed, the notification box went away. Not sure why this would matter but it seemed to be messing with the system knowing where you were in the quiz.
