Quizmaker 360 SCORM 2004 Project Not Marked As Complete in LMS

I have created a survey using Quizmaker 360 published in SCORM 2004 2nd edition. Questions are multiple choice format. I selected this format so I can run a SCORM Details report from my LMS - this ensures I can see the users responses to each question (Likert Scale format doesn’t report properly from the LMS). When I assign the course in my LMS, it isn’t registering the user as “Complete” even though they answer every question and click “Finish.” The course stays on their learning plan. I can’t add a completion trigger the way I would in a normal Storyline project either. Has anyone faced this issue with a Quizmaker project not being marked as complete in their LMS?
