Quizmaker missing option to publish

I don't have an option to publish the quiz in the Publish box - only to preview. Am I missing a step (user error) or missing a function (application error)?

Are you opening the quiz via a placeholder on a ppt file, if you want to publish the quiz I would open it via the .quiz file
