Using Question drop down navigation

I have created a medical learning tool in Quizmaker.

Learners are given a scenario: (Patient info; past history; medication and current complaint).  There are 12 of these scenarios.  Six to eight questions follow each scenario.

Learners get two attempts to answer each question.  If they are correct first time, they see some feedback and go to next question.

If they are wrong first time, they are asked to try again.  If they get it right, as above. If wrong, they get a lot of feedback created on a blank slide.

The problem I am having is that if a user gets it wrong first time and wants to go back and check the scenario information, they can navigate to it using the Question drop down at the top left.  However, if they do this, they do not get the second opportunity to answer the question.

Can anyone think of a way to correct this? 

I have thought of putting it into Presenter and creating a tab for all the scenarios - but this seems a bit clunky.

Is there a better way?
