You must pass the quiz in order to continue

I'm in articulate and I have inserted a quiz at the end of the course. I allow the learner to re-take the quiz 2 times (a total of 3 attempts). When I fail the quiz for the third time, I receive the failure slide. "you did not pass"
When I click "Finish" I get the message "Notification, You must pass the quiz in order to continue."
My quiz properties (as shown within articulate) are
When user passes: Goes to Next slide
When User fails: Goes to another slide within the presentation.
Allow user to leave quiz = At any time
User may view slides after quiz: After passing quiz
Show in menu as: Multiple items (I have tried both Single and multiple, no difference).
Why am I getting this? How do I allow the learner to proceed to the slide indicated when they fail the quiz?

PS -- I've also set up a results slide but it doesn't show. I've never had this occur before, but I'm working off someone else's file and they may have set something up that I'm unaware of.

Thanks for sharing your file. I took a look at it and didn't change any settings but added it into a Presenter course to test it out. It looked like the score was set to 80% passing - but either way, I wasn't able to replicate the issue with the messaging you're seeing. Can you test out the link I uploaded here to Review 360?
Let me know how that one works for you, and if you're still having trouble it would help if I can see your whole Presenter package to check all the settings and publish it.
Thanks for working on this. I think I found the issue -- there was a
separate quiz question before this quiz file that I just skipped over
but was required to answer before finishing the course. I think that is
what hung me up.
