You can indeed edit MP4 & WMV videos with Replay. Here's the steps you can follow: Launch the Replay application, click "Create New Project", and then click the "Video" option on the ribbon at the top.
You can then bring in your video into Replay and make edits to it such as trim out unnecessary bits, adjust the volume, split the video, add lower-third text along the bottom, etc.
