Replay has its limits, but you can still do what you described.
The key is that you'll have to do it in two steps, because Replay has only two tracks that you can mix.
So, go ahead and insert the video and narration as you want it, then publish. You'll have a video file with narration.
Select New Project, then import the video you just created. This will show up on Track A. Import your background music, which will show up at the end of the video on Track A. Drag and drop it to Track B.
Publish once again, and you'll have the video with both narration and music.
