I haven't heard of any specific issues with saving the published output - but I'd want to check that you were publishing the output to a local drive, keeping the file path well below the 260 character limit by Microsoft, and not including special characters, accents, or symbols in your file name.
Is it just this one .replay file that you're having difficulty with or is it all your Replay files? If it's all your files, I'd suggest conducting the repair of Replay detailed here.
I just published the Replay_Practice video and it loaded and played as a video. I am going to re-do the Replay file I am having difficulty with prior to moving to your other suggestions.
I was able to record and playback other files and they were saved as videos. seems there is just this one file that will not record as a video.. Thank you for the suggestions. I will keep them on hand in case I continue to have difficulty.
