Please see the attached file. The only trigger which works is "Inventory Consumables" both blue foot print and text appear when mouse over the brown foot print. The others designed the same way, so I thought, do not work.
On your layers, the blue bitmaps also had a mouse-over trigger attached to them, which created a loop of showing/hiding the layer. I removed these triggers. I think a cleaner way would be to add the blue bitmaps as a hover state for the buttons on the baselayer. I did that for the first four 'footprints'. Have a look and see if that works for you.

I have it working for you now. I moved the blue boot print from each layer to the hover state of the brown boot.
