Have discovered the answer. If my quiz is FREE FORM, I can set the number of attempts in a Pick One quiz. Means I have to build anew, but, at least am getting the functionality I need.
(Odd, though, that I am forced *away* from Quizzing in order to get what I need.)
I may not be understanding, but "Pick one" is a Freeform quiz option - and as you'll see in the image below, within the question editor, I was able to determine how many attempts the user could have.
