Does anyone know why I am encountering this error when trying to open my Word and PDF documents I have in resources tab after I've published the course?
Check the published folder > story_content to see if there is an external files folder. If so, your documents should be in there, if not they won't be displaying when the learner clicks the resources link.
You can try adding them into the published folder and test if that will work.
If you view an Articulate Storyline course on your local hard drive (or send it to someone else to view on their local hard drive), you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features to fail. To properly test your published content and share it with others, upload it to the environment for which it was published. See this article for details.
Feel free to share your .story file if you need us to take a look.
