508 Issues with Tab Order on Layer and Alt Text for Images

I am experiencing pretty significant inconsistencies with two critical 508 features in the latest version of Storyline 360. The first one is around tab order on layers -- I have many layers throughout a course that have 3-4 item on each layer. A Menu Item, Text Body 1, Text Body 2 and a Back button. All 4 of these are included in the Tab Order. However, in publish and preview mode, the Text Body 1 is not tabbable. I have ensured that for all layers, the layer property "Hide objects on base layer" and "Prevent the user from clicking on the base layer" are checked.
The second issue is that "alt text" added to pictures are failing 508 testing as it is not being recognized and read out screen readers. I have the file and the testing results that I can supply.
This is incredibly problematic and is currently making SL 360 unviable for 508.
