I would like to be able to have a link to a document within my Storyline course, that staff can print and refer to whether they are in the building or from home.
Is it possible to upload into Storyline, or turn the pdf into a web-based item to link to?
You could certainly host the PDF on a web server and embed it on your slide as a Web Object as Brian mentioned, and you can also attach the file as a resource in the Resource Tab. The benefit of using the Resource Tab is that your learners will be able to access the resource at any time during the course.

I'd suggest arranging to have the (PDF) document hosted on a publicly accessible web server's page, then use a web object in SL.
