There isn't a way within Storyline to adjust the speed at which the elements appear in screen recording, they appear as you had typed them. If I'm misunderstanding what you're looking for, could you offer a bit more explanation?
You can't speed up the typing itself but what I do is just shorten the type item on the timeline. What usually happens then is it starts to show the typing for the first couple of characters and then fills in the rest all at once as the type timeline ends. It's actually not too bad. It gives the impression of something being typed without having to sit and watch the whole thing complete. You just need to adjust the length in the timeline to meet your needs.
