Accessibility and the Tab button

Another team in our agency recently contracted with a company to have some eLearning courses created. They were told by the vendor that the courses were accessible & 508 compliant.

The team gave the course to me to test, since I have JAWS installed on my computer for when I develop courses.

When I ran the contacted course through the JAWS, I couldn't tab through anything within the course. The tab button did nothing... it didn't even tab through the player buttons or tabs (menu, resources, seek bar, etc)

As far as I knew, there wasn't a way to disable the Tab button this way. I was wondering how they were able to do it? The only thing that I could think of was that it was developed in one of the first versions for Storyline or Studio.

Any ideas?

I don't know how you'd disable the tab - but even within Storyline 1 the tab button was an accessibility element. 

I did reach out to a few members of my team to see if they have any insight in how they may have been able to disable it - but it would help if you could share a copy of the course with us here too.
