Accessibility in SL3 and SL360

I've been testing a module we've built and published from SL3 v3.12.24639.0.

Everything is correct in the Focus order and works fine until I reach a certain point in the module, on a page where all of the focus order is correct and in order, it skips all of the content and goes to a button that's at the bottom of the focus order. Missing all the text and other buttons on screen.

I was using NVDA. I thought this issue was fixed in the most recent SL3 update?

I've also been able to replicate this issue in SL360 v3.51.24979.0. at the same point in the module.

On a seprate note, we've discovered you can tab to disabled buttons and select them. Which is not ideal when we'd like the user to read through content/complete an interaction, than the disabled button would unlock for selection.
