Accessibilty, Layers, and Tab Order

I'm updating a course that has an accessibility path. I'm not sure if the new accessibility updates has broken it but now the questions slides are not working properly and the audio from the base layer plays when the at the learner is on a layer. There are custom buttons on the base layer and the other layers to play, pause and stop the audio. I've selected to pause the base layer and prevent the learner from clicking on the base layer from the slide properties. 

Is there a way to have the tab order only on an active layer? Or should I redesign the project so that the accessibility path has no layers?

I'd love to help! 

Are you finding the audio continues to play on additional layers even though the timeline is paused on the base layer? If so, would it be possible for you to add a trigger to pause the media when the user clicks the object that will take them to the next layer? 

Secondly, you've asked how to have the tab order active on one layer. Would you mind sharing more details on what you're seeing? The tab order is specific to each layer so as long as you have this setting checked to Prevent User from Clicking the Base Layer.
