I'm trying to have a "print cert." button with the initial state of disabled switch to normal after a few scenes have been visited. I've tried a trigger "change the state to normal when print cert is equal to true" along with a trigger "set print cert equal to true when timeline starts if A is equal true and B is equal to true..."
Hi, Dan -- I agree with Wendy; sharing your file is the best way for others to help! Please use the grey ADD ATTACHMENT button in the bottom left of the reply box and you can upload from there. Also, in the even that trigger order is playing a role in the behavior you are seeing, I thought I might also pass along this article for your reference: The Order in Which Triggers Are Executed in Articulate Storyline.
Your second suggestion will work. Make sure that all variables are changed, that the conditions statement has only ANDs, not a mix of ANDs and ORs, and that the timeline is starting. If you are not sure how to check, or if all these conditions are true, attach your .story file.

can you upload your story file - it's easier for someone to offer a solution if they can work with your setup.
Usually, the variables aren't firing, or the trigger order is not correct, but it's easier if we can see it.
