Add layer on top of zoom region

My goal is to zoom into a section of a machine, then go to another layer replicating that zoomed in area to be able to interact with that area. When I put the replicated zoomed in pic on the layer, it zooms in even more if that is making any sense. It is zoomed to the magnification of the base layer.
Is it expected behaviour that anything laid on top of the base layer that is zoomed will appear zoomed as well?

Wow, that is something I didn't know - Great discovery. But it makes sense. The layer is just an overlay on the slide, and if you zoom in on part of the slide, then show a layer, you are still zoomed in. Certainly any object that is laid on top of the base is zoomed if it is within the zoom area.
