We've created a series of slides and want the users to read all slide content and listen to all voice overs before being able to go to next slide.
Q: Is this best done by adding a condition to the " go to next slide when user clicks next button" - if so what might that be - or is it by a trigger "move to next slide when timeline reaches".

Can't seem to find answer to that in tutorials I've watched. I think you've answered my question though in so much as it is a trigger.
Yes, it needs to be one by one, because the trigger needs the name of the video. A shortcut is to copy a working version of the trigger, navigate to the next slide, click the video, and paste the trigger. SL will populate the copied trigger with the name of the selected video.

It sets the Next button to disabled when the timeline starts and then triggers the Next button to normal when media completes (audio clip)

When media completes is the best way to ensure complete viewing. It works even if the listener pauses the audio, or if there are buffering problems.
