You could easily create your own buttons to pause and replay the audio. However, it'd be much more complicated to create your own seekbar. 

Another option: Add your audio to a video file, and then use the built-in video controls to play/pause/seek the audio. If you've got PowerPoint, you can add your audio to a slide in that program, and export it as a video. 

Whatever program you use, just make the visual portion of the video blank. For example, make it the same color as your background.

Also, after you import the video into Storyline, cover it with a shape that's the same color as your slide background (or with some other content). That will prevent the user from pausing the mp4 file by clicking the video.
