Do you have the latest version of Storyline (Nov 5th, version 3.33.20697.0)? There were problems some people had with the content  library in an earlier version which the Nov 5th update was to fix.

Try also to ensure that you (or your IT person) has done what is listed on this page: https://articulate.com/support/article/Articulate-360-Network-Endpoints in terms of whitelisting endpoints and domains which are used by articulate.

You can find the Storyline 360 update detail by clicking on the Help tab, then About Storyline. Also, here are the steps to update your software!
