I'm wanting to create a screen recording on the base layer, with an OPTIONAL layer that displays arrows and text (to explain the actions taken in the screen recording).
This issue is, I want them both to run in sync - so a user can click a button to show or hide the descriptive layer whenever they want.
For example, 30 seconds in they should be able to click to view the additional layer, and that layer should show the information 30 seconds in. At the moment, that additional layer only starts from zero seconds, whenever the button is clicked.

There is not a way to link the progression of your base layer to another layer.
