Advance to a randomly selected scene

I apologize for any cross-posting, but I have searched high and low to find a discussion on this topic and was unsuccessful.  To be honest, I'm a bit surprised there aren't any questions about this already!

I'm trying to build a training that will have an introductory scene and then there will be a series of 7 other scenes each dealing with a specific topic as it relates to business ethics.  What I would like to have happen is that each participant, upon completion of a module (scene) would not just advance to the next scene in the order, but would be randomly given one of the other 6 scenes that hadn't been previously visited.  This procedure would continue until all 7 scenes had been completed by the participant.  

I would hate to think that folks participating in a business ethics training would cheat by working with their colleagues as they complete each scene in the same order!

Am I expecting too much from a fantastic piece of software, or is there a way to accomplish this?
