I would like to automatically advance to the next slide after the user has viewed all of the layers in a slide. I know one option is to add a command that says advance to the next slide when the timeline of the last slide finishes, but what if users view the layers in a different order? Can the slide only advance automatically after all slide have been viewed, regardless of the order they're viewed in?
Create a True/False variable for each slide layer and default them to False. At the end of the timeline for each layer add a trigger to adjust the variable to true. Then add another trigger that advances to the next slide when all variables are true.

Here is an example.
If you are using Storyline 2 there is a trigger that you can create that looks likes like this:
Action: Change State Of
On Object: Next ButtonTo State: Normal
When: State
On: All of
Buttons that show Layers
Are: Visited
