This may be the same problem: The Scenes panel on the left is completely empty in slide view (attached). The work-around is easy enough, but I fear this is a sign of deeper problems.
I wanted to share the update here that released an update this AM that resolved the problem where project files wouldn't always open in Storyline 360 build 3.35.20995.0.
Let us know if you have any trouble after installing the latest Build 3.35.21017.0!

Reading other posts - if I open the file from within Storyline I can view the slides within a scene. But if I open a file from an IE folder I cannot.

Thanks for reaching out and sharing what you are running into with your project files.
This is an issue that we are aware of and working to correct.
In the meantime, you can open the existing projects from Storyline directly and not from Windows Explorer to avoid running into this issue.
