AMP vs Safari and HTML5

I am developing a product for sale, and it's vital that it be accessible via iPad. When viewing HTML5 content in Safari, performance has been erratic to say the least. It seems to be related to wi-fi strength. Testing of the same content in the AMP has shown much faster and more consistent performance. However, our current LMS is not Tin Can API compliant (I've tested in SCORM Cloud). 

What experience have other people had on the best mobile solutions? Is it worth it to push (and pay) our LMS to support Tin Can API? HTML5 has been very frustrating, but we don't want to put our resources into the AMP if it is just as unreliable.
